Mission Statement

Lilliput Children's Services’ mission is: "To ensure a child's opportunity for permanence in a safe and nurturing family."

Who We Are

Lilliput Children's Services is a private, non-profit agency licensed by the State of California to provide permanent adoptive homes to children in California's foster care system.

The agency was founded in San Joaquin County in 1980 by William H. Fuser to provide foster homes to children in the child welfare system and the probation system. The agency began in Stockton and now has offices throughout Northern California (see Contact Us).

Lilliput began as a leader in the field of treatment foster care. The agency grew out of a need for specialized foster families with professional supportive services for children who would otherwise be placed in group homes. As the agency focus shifted to respond to the needs of neglected and abused children, the number of probation youth declined and in 1991, Lilliput became a licensed adoption agency. Since then, the agency has been instrumental in decreasing the length of time a child remains in foster care by providing adoptive homes.

What We Do

Lilliput recruits, trains, and certifies foster/adoptive families. Most of the children referred to our agency are adopted by Lilliput families and a small percentage is reunified with their birth family. The agency's goal for a child is a permanent home.

Lilliput is able to assist each family in satisfying their unique needs by providing for a wide range of children. The majority of children coming into the agency's care are between the ages of 0 and 8 years; all have been neglected and/or abused. Lilliput's commitment to helping children in the foster care system achieve permanency within a safe, nurturing home is both a foundation and distinction of its service.
